6x05 - Black Budget

“Black Budget” – Callen and Sam head to Mexico to track down the only employee who managed to escape a professional shooting at the Department of Defense.  Meanwhile, the rest of the team works to uncover the motive behind the shooting.

A term used for funding Covert Ops by Dept of Defence (DOD). We learn that NCIS OSP gets funded by that unit of DOD.

Felt better getting away from R S Gemmill stories. I do like Gemmill, but five episodes in a row from was an overdose for me and especially when so much of it was repetitive without getting any structural hint of what the season 6 was going to be watched for us. 
Frank Military’s episode was refreshing and relaxing. There was nothing analysing about it. You could just sit, watch and relax at the crime and thriller. See, I did not even come out and try analyse the episode. Yes, it was a thriller episode with those gun shots being fired by assumed Delta tean and Granger letting us know in the nth moment, that it was not the real Delta Duster team. There was lot of fun around and one could laugh at the kidding or embarrassing situations they were in.

Episode Summary
The Opening Scene was fun to watch. Margaret shyly having lunch at her work place and her boss asking about it. Very Cutely she says, “Saves Money”
And ironically it the siphoning of money, which is what the episode is about.
The Ops was really a Black Ops with no feed on what Sam and Callen were doing, except for Granger sensing through OPs digging that Scallen were danger because they went to rescue the criminal mastermind and that was trouble. Hmmm! I cannot summarize Scallen going South to Mexico. It was interesting and fun to watch them ambushed by other Agents in Covert Ops, stripping them off their guns, cellphones and being wooed by Mexican girls pleading them to marry them and take them to United States. Haha ! So much for the stress they were in for going black.
The Story is about, Milton Mulrooney, an accountant working with DOD’s Covert Ops team. He along with his mercenary pals, hatch a scheme to siphon off Govt Money at the pretext of Missions that do not exist. And to add to that fraud, Mulrooney frames DOD’s Delta Team as the swindlers.
NCIS Personnel Highlights / Bull Pen Fun
Did I see anything in Bull pen that I can remember when I sit down to write an episode analysis after two days ? No. So there was nothing memorable there. But was there any Bull pen scene at all ? Hmm! Can’t remember. Lemme go and watch. Oh! yeah. So it was weekend and so team just walked in to Ops Room..all in haste and seriousness.
Granger is the active Manager of NCIS LA Office. Hetty just joined the team to say two or three directives that were more like repetitives. What’s the plan here ?
**No other highlights over the characters. It was strictly Professional and Mission Oriented episode**
Talking about the Mission, there are three groups working on the case: Scallen, Densi and Ops team along with the Managers. They got all forced by circumstances working in Silos. And the three teams apart from each other, all reach the same conclusion that the entire killing incident at the DOD was to cover up for the fraud from Mulrooney and his Pals.

Hetty was more active in the Cross Over Episode in “Scorpion”. I guess that is the reason for dormant role in this episode.
Granger !! Active, Aggressive Boss. Keeps his team in place and also is protective about his Agents. Is this the new plan for Season 6? Get Granger become part of the NCIS LA Family ? Seems so. So far, Granger has been showing himself being protective about his team, his agents and his Ops. Consistent so far.

G Callen & Sam Hanna
The Episode belongs to them. Watch them in Action. Everyone else is unnecessary until it becomes really needful that somes saves them. BAM!! Granger comes there to save their day.

Whatever they discover about the mission, is their parallel investigation away from Scallen or away from OPs room. And though it shows the two Agents as being competitive with other two senior Agents of the team, what they discovered is not useful for any.

Nothing memorable in there. Only Granger makes use of their data mining skills. And perhaps the viewers could get impressed with the graphics and visuals of flow charts showing how the money was siphoned off. Perhaps this is necessary for other viewers, but for people like me, nothing useful there. Hardly the few seconds of visual is going to convince me what was the plan there and how the flow chart even looked! Can’s believe, so much of the extra stuff done for an episode production actually gets wasted.

The Mexican Gang of females was cute
And I was so sorry to see their house shot at. All that beautiful stuff being blown away. Ha! it was just a set probably and the stuntsmen did their job, so I should not bother at all. BUT it was fun watching the girls banter with Scallen and Callen especially.
